Pinned posts: >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> NEW LAWS: EFFECTIVE IMMEDIATELY! 2/23/17 - signed in the afternoon: House Bill 1293 expands the scope of criminal trespass under state law, but reduces the offense to a $250 citation rather than criminal charges. House Bill 1304 makes it a misdemeanor to wear a mask or hood when committing a crime. House Bill 1426 increases penalties for riot offenses. It allows prosecutors to charge those who take part in a riot in a manner consistent with the potential for actual harm to health safety and well-being. Senate Bill 2302 allows the Attorney General to appoint ad hoc special agents. An example of this would be an out-of-state officer who comes to North Dakota responding to a request for assistance. All four bills have emergency clauses that make them effective immediately. http://www.kfyrtv.com/content/news/Gov-Burgum-signs-4-DAPL-inspired-bills-into-law-414676583.html

Cleaning up your camp area: PLEASE NOTE ALL CAMPS ::: need to make piles as they break down for the move as follows: 1) Debris/garbage 2) Recyclables 3) Appliances 4) Construction Materials After people have relocated their structures and the items needed for their new camps and individual residences (tipis., yurts, tents, etc), cleanup crews can easily organize pick-up/hauling of the piles left behind. Last, fine-tuning cleanup crew scours the land. :::

PRAYERS UP and RESPECT to your #WATERPROTECTORS Know Your Rights, WATER PROTECTORS! In the event of a raid – 1. You must not have any weapons or perceived weapons on you or in your camp. Leave axes with wood. Don’t have heavy tools in reach of a driver. One protector has been given a weapons charge for having a sheathed knife while non-violently subduing a DAPL employee with an AR15. It is a crime in North Dakota to have a concealed or conspicuous knife. A closed knife is one charge – an open knife is a worse charge. 2. If the ATF comes into camp – do not have electronics near propane bottles – they could be misconstrued as rudimentary bomb making materials. 3. Do not interfere with any police who are arresting a Water Protector. Always lead with your hearts, but don’t be stupid. 4. Use the 5th Amendment. Never – ever – EVER – speak to the police. This list will be updated as necessary. The Army Corps of Engineers has officially granted the necessary easement to drill under Lake Oahe. Standing Rock has been in the process of moving out of the flood plain. The principle camp of Oceti Oyate (formerly Oceti Sakowin) is situated in a riparian zone that is expected to flood somewhere in the coming weeks or months. Because the easement has been granted, many Water Protectors will likely continue to hold ground in defiance of DAPL. >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>

1/22/17 Each camp is making their own decision on whether to move or not. My stance has never changed. I will support those who stay north of the cannonball river. We invited people here to stop a pipeline. The pipeline is not stopped. In fact, the highly militarized opposite is in place with the blockade, LEOs & DAPL mercs and we are backing down. They are withholding our rations once again via economic sanction. "Look at me, see if I am poor, or my people either. The whites may get me at last, as you say, but I will have good times till then. 1/19/17: Important Update from the Oceti Sakowin Camp Media Team:
The establishment of the Oceti Sakowin Camp was done with ceremony. When we talk about returning to tradition and bringing forth the old ways, the process was always collective. Individuals did not decide what was best for the Community. The respected Chiefs and Elders decided what was best for the people. The ceremony is over. The fire has been put to sleep. Tribal Council says it is time to go home. The Elders have said it is time to go home. The Horn has left. The Communities around here have said it is time to go home. We cannot rage against every enemy we are up against, or we are going to get chewed up. We need allies, and Tribal Council is one of them. It has never been about individuals with the Lakota people. When Elders decided to move and individuals stayed behind, they knew they risked death. Survival is in the group. The Lakota never would have stayed in one place for 6 months. We would have used all the resources and left a footprint. In order to be here today we always have to look to the past. They can’t kill us. Thy tried genocide in so many ways, and they can’t kill us… and this is why. We are just scratching the surface of what it means to live in the North Dakota Winter. The Elders who lived here were tough. Child mortality was ten times what it is today. It is time to go home. Today, representatives from the various camps and the Standing Rock Sioux Tribe met at length to develop a plan for relocating from the camps in danger of flooding. The tribe is preparing the new site by clearing it of snow, and the plan is to open it up on Friday, January 20th. Tribal and camp leadership are asking that everyone remaining in the flood plain camps remove themselves and their belongings to the new site by January 29th. On Monday, January 30th, the tribe will be sending in equipment to the flood plain camps to remove and dispose of remaining waste and materials in preparation for early flooding. The tribe and camp are working in cooperation to take advantage of this brief respite in extremely severe weather to take precautions to keep the remaining water protectors safe and prevent camp materials from entering the river. We appreciate everyone's cooperation.
Day of Action at Standing Rock | Post Mortem What Have We Learned? From the sacred gathering of the Seven Councils of the Sioux Nation, symbolized by the lighting of the Oceti Sakowin Camp fire, for which this media group got it's name, and those of us who have been active members of this community we have learned the following: There is True Strength in Calm It takes real courage to stand in front of armed forces with the community in mind, with the camp population in mind, and the movement of awakening consciousness happening country-wide... in mind. There is Power in Knowledge It takes time, patience, and at times discipline, to understand who we are standing against, what their motivations are, and the risks that come with standing together. Being a good ally also means learning as much about Indigenous Culture and Native Leadership as possible, while simultaneously sustaining arctic cold, what it means to survive together and individually, and what it means to be part of a community of people that work together every day. Each interaction with each other, and with the forces we face, bear consequences, either good or ill. There are Challenges to Standing in Solidarity The current US system is not built for this, and it's going to take time and patience to learn what that really means. It takes courage to incorporate that learning into understanding and action. It hurts to learn sometimes. It hurts to live sometimes. It Takes Real Courage to Stand in Front of Armed Forces With the Community in Mind The actions yesterday happened on the Backwater Bridge, Turtle Island, and near the Drill Pad. The Water Protectors gathered at each location and stood together and stood strong. We were supported by what remaining security and medical support we have, and by the outer world vigilantly watching. The law enforcement agents, DAPL security, and whoever else is standing on the other side had to respond to us as well. Those who stood in a prayerful way, singing, engaging in thought-provoking conversation with the armed forces, and challenging them nonviolently moved with the spirit of Oceti Sakowin Camp and the conscientious way we have held this line. The actions at the Backwater Bridge last night were much more direct, pulling a great amount of concertina wire free of the barricade. According to a live feed from the action people were saying "We can take them..." in reference to the Law Enforcement Agents, National Guard, and DAPL security on the other side, with the long string of vehicles going up the hill. We would like to note, those vehicles were facing away from the bridge... the in-dash recording devices installed in those vehicles would not be recording what was happening. The forces we are facing are not acting with accountability to the system they are a part of. To the individuals taking this direct approach on the bridge last night, we need to tell you as Water Protectors that we are also accountable. They are armed, there are a lot of them, and they are trained and training for combat. The very presence of them indicates that they are prepared to use force on us, and force on the remaining community of people in a transitioning camp in ways that will bear repercussions for ALL Water Protectors, here and in every place we are defending Mother Earth, Water, and Life. We asked you to come. Thank you for coming. We also asked you to be active members of this community, to volunteer, to be guests. That applies to short-term visitors as well as long term ones. As guests in any place, there are rules of the house, except that these are the Lakota Values. Many of us in camp are not Lakota, and not accustomed to living in this way. What defines a Water Protector who does not have the life-experience of living under the constant oppression the Lakota people have, or the life-long injustices Native people have everywhere? The Lakota Values are similar to many values in other Native cultures everywhere. These are: #Prayer #Honesty #Respect #Generosity #Compassion #Humility #Wisdom These values for non-Natives appear in mission statements made by corporations as empty promises most often. They appear in main-stream religions that tend to repeat them as dogma in churches weekly, in morning seminary, in scripture.... left to individuals to discern and live for themselves. Yesterday was Martin Luther King Day, a huge advocate for nonviolent direct action. Actions happened all over the country for many reasons. Communities of color have borne the burden of this system of oppression that the United States was built with. Here, in Lakota country, we have been learning first hand what it is to live these values when they are put to the test... when our bodies are present here, sharing in the experience of winter. We as Water Protectors everywhere are sharing in the oppression of the mind and spirit. Those of us physically present bear the consequences of these actions. The people who live here bear the consequences and outcome of these actions forever. So what have we learned? Yesterday there were prayerful actions. Yesterday we got very near the drill pad. Yesterday some friends and familiar faces were arrested. Yesterday some of us instigated situations on the bridge that all of us are dealing with. #Protection ? #Service ? #GoesBothWays #Vigilance #StandingStrong #TheWorldisWatching >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> 1/14/17 Sacred Stone Camp update: https://www.facebook.com/CampOfTheSacredStone/posts/1836918043263892 There has been some confusion coming out about the camps. So i will try and explain what is happening. 1st- the fight for the water is not ended we stand for the water we stand against Dakota Access pipeline we stand against all the pipelines 2nd -the Oecti camp is in the process of moving because it is in a flood plain and with the amount of snow fall they need to move to higher ground. 3rd -we are planning the clean up of the area so that when the spring flood comes our rivers will not be filled with garbage. 4th Everyone is working hard to make sure everyone is safe and the area will be clean. 5th- Many people have chosen to go home at this time we ask that you take the healing of the camps with you 6th -Many people will be returning in the spring 7th- We have to be carful of the gossip and rumors coming out in the North Dakota Press they just not true, there is not 300 hundred abandoned cars etc... and what every else they make up. Gossip and rumors are made to divide the people. We have been here before we still stand. 8th-we are supporting everyone across the world who is standing up for the water. 9th- it is time to change the world and fight for the right to live 10th- water is life >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> 1/8/16 https://www.facebook.com/daphne.singingtree/posts/10154447564789862Camp Update. We need people on site more than ever. A recent meeting between the Standing Rock Tribal Council and Camp Leaders from Oceti Sakowin, Sacred Stone and Rosebud showed the need for increased communication. Sacred Stone is located on higher ground and is building a permanent, sustainable, culture camp. This is an extraordinary outcome from the protest that will serve provide a space for people in the area to come and learn skills from permaculture, to green energy & building, as well as be a base for the movement to protect the water and the Earth. The Oceti & Rosebud camps will need to move to higher ground. Land has been set aside by the Standing Rock Tribe for a camp that can house many people, plans include solar/wind power, yurt and tipi villages, greenhouses and gardens, and a long term sustainable community. It is unclear to me at this point how many folks will be moving to the new tribe site, or the higher ground on the current Oceti site (Facebook Hill), or some of the other protest camps such as Texas. Moving the tipis, yurts and other structures will be a lot of work, especially to accomplish before snow melt. Everyone shares concerns about the amount of trash, abandoned tents, and other items that are located in the floodplain. Without timely removal, there is a risk of contaminating the very river we are protecting. No one expected thousands, at one point ten thousand people to show up at camp. Then the severe weather came, most people left, leaving behind a lot of stuff and not enough people to process the donations, and then clean up afterwards. We need able bodied people who are able to work in the cold, please plan on coming to help, even for a week or two, anytime over the next month or two. The burden is falling on people who work incredibly hard, they are getting sick, burned out, and it is easy to get discouraged when faced with such a monumental task. We particularly need people with 4x4 trucks and trailers. Let’s not forget our Water Protectors and Water Warriors. Let’s not leave a giant mess on people who can ill afford to clean it up Some of the resources donated will be relocated to other camps. Other supplies need to be protected from the elements until spring or distributed in the local community. All of this takes work, and the medics are busy keeping people safe and healthy. We need help to recycle and remove trash, as well as helping move the yurts and tipis to the new site. So many people have left that there are sleeping spaces available, if you don't have a contact with someone in camp and want to help Zaniyan at Rosebud, I can get you connected. The fight is not over, the movement has just began, we have much hard labor ahead of us, and still need the help and support of all. #nodapl#waterislife - Daphne SingingTree

>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> 12/18/16/More on who can help in the camps on the ground in this winter season - from Oceti Sakowin Camp: Allies! Water Protectors! We do need help, skilled help, dedicated help."We are in survival mode. There's no more glory out here. There's only hard work." - Chase Iron Eyes Coming here now is about more than our individual experience, it’s about pulling together so we can Stand Strong. Oceti Sakowin Camp needs community members prepared for arctic conditions. We need people with the fortitude to dedicate a significant portion of each day to the survival of the community. Please bring all-wheel-drive or 4-wheel-drive vehicles. Areas we need help most are the in the kitchens, compostable toilet maintenance—an essential foundation to healthy communities, and people able to transport donations to camp from surrounding communities. Some administrative help would be great. We invite cooperative community members who are willing to work with the people who have been on the ground for some time. We welcome experienced builders who can help us with reenforcing existing structures. We welcome skilled medics and natural healers who work collaboratively to take care of our Water Protectors. We welcome team-players who have the desire to help others and who can plug into areas of camp where they are most needed. First, if you are considering coming to camp, ask yourself: 1. Have you ever done hard labor of any sort in -30 degree weather? 2. Do you know how to put chains on tires? 3. Do you see your time in Oceti mostly spent in a small dwelling with people you know? ~ or In community meetings, and actively contributing your time to work on a volunteer basis? We deeply appreciate your continued support as we hold fast here in the snow, against DAPL. Joint statement from Sacred Stone Camp | Indigenous Environmental NetworkInternational Indigenous Youth Council | Honor the Earth: http://sacredstonecamp.org/blog/2016/12/8/coalition-statement-whats-next-for-the-water-protectors-at-standing-rock We, the below stated, are a coalition of grassroots groups living and working in the Dakota Access resistance camps along the Cannon Ball River in Oceti Sakowin treaty lands. Sacred Stone Camp | Indigenous Environmental NetworkInternational Indigenous Youth Council | Honor the Earth The following is a coalition statement on the next steps for the #NoDAPL fight: As we reflect on the decision by the US Army (NOT the US Army Corps) to suspend the Dakota Access Pipeline (DAPL) river crossing easement and conduct a limited Environmental Impact Statement (EIS), the resistance camps at Standing Rock are making plans for the next phase of this movement. Standing Rock Sioux Tribal Chairman Dave Archambault II has asked people to return home once the weather clears, and many will do so. Others will stay to hold the space, advance our reclamation of unceded territory affirmed in the 1851 Treaty of Ft. Laramie, and continue to build community around the protection of our sacred waters. They will also keep a close eye on the company, which has drilled right up to the last inch it can, and remains poised and ready to finish the project. We fully understand the Standing Rock Sioux Tribe’s desire to transition people out of the encampments and back to their homes. The influx of people to Standing Rock as winter arrives has been an enormous strain on local resources due to the inherent challenges and dangers of travel and camping in this climate and, in many cases, a lack of necessary knowledge, skills, and experience on the part of those who have traveled to join us. Also, the closure of Highway 1806 and the twisted media portrayals of the camp have essentially acted as economic sanctions against the tribe, denying revenue to an already impoverished nation with a long list of urgent social problems. And, as the violence from law enforcement has escalated and caused serious injuries, we are all concerned for the water protectors’ physical safety and want to avoid further casualties. As such, we support the tribe’s request for a transition and are working with many different groups to design and implement that transition in a good way - one that honors our ceremonial responsibilities, the sacrifices we have made to be here, and the deep commitment we have each made to defend the land. We ask anyone that is considering traveling to join the encampments at Standing Rock to stay home for now and instead take bold action in your local communities to force investors to divest from the project. We also support those who choose to stay, if they are able to live comfortably and self-sufficiently through a winter in the Great Plains. We support the Sacred Stone Camp, the original encampment established in opposition to the pipeline back on April 1st, 2016. This community space was opened on Ladonna Bravebull Allard’s private land and will continue through the winter. Rest assured, LaDonna is not going anywhere. “I have not changed my mind. We stand until the black snake is dead,” she said yesterday. But due to limited space and infrastructure, there is no longer an open call for people to come join Sacred Stone Camp unless personally invited. We do not have sufficient words to express the gratitude and love we have for all the people who have come to Standing Rock to protect the water. We have traveled far, given up much, and taken extraordinary risks. We have endured serious hardships and physical violence, and shown courage, passion, and determination in the face of impossible odds. We have come together across the lines that divide us, and gathered in solidarity to demand an end to 500 years of oppression of Indigenous peoples - to demand respect for Mother Earth and clean water for all our relatives and future generations. We absolutely cannot let this transition break us apart. We must stay together, we must keep building momentum. As warriors, we must be flexible and agile. We must adapt to shifting circumstances without pause. We ask you to join us in an unprecedented divestment campaign to kill the black snake financially. We will also ask you to engage in the development of the Environmental Impact Statement to the extent that the public is invited to participate, and guide you through that process. But let us use this time to cut off funding for the project. December is an international month of actionfocused on the 17 banks that are profiting off investments in the Dakota Access pipeline. Shut these banks down with direct action. Close your accounts and tell the world you’re doing it. Pressure your local jurisdictions and philanthropists to divest. Every day is a day of action. This fight is not over, not even close. In fact, this fight is escalating. The incoming Trump administration promises to be a friend to the oil industry and an enemy to Indigenous people. It is unclear what will happen with the river crossing. Now more than ever, we ask that you stand with us as we continue to demand justice. >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>

>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> 12/5/16 Medic and Healer Update about camp supplies and donations: https://docs.google.com/document/d/1ivzpjycMkMOESURoEB9C1YtBjOjxyiF9HW3gLUrHoTc/edit FOR IMMEDIATE RELEASE: (Dec 5, 2016, 8:00AM) On Dec 4th, 2016, the US Army released a statement that said that the “Army will not grant easement for Dakota Access Pipeline Crossing” under Mini Sose (Lake Oahe). Energy Transfer Partners and Sunoco Logistics Partners, the majority shareholders in Dakota Access, responded to the Army’s statement: As stated all along, ETP and SXL are fully committed to ensuring that this vital project is brought to completion and fully expect to complete construction of the pipeline without any additional rerouting in and around Lake Oahe. Nothing this Administration has done today changes that in any way. The Standing Rock Medic & Healer Council (SRM&HC) does not anticipate a massive exit of water protectors from the DAPL Resistance Camps at Standing Rock, as we do not believe that the fight for the water is over. We are committed to caring for the health and wellbeing of anyone in camp as long as they are in camp. We expect this to last for months, especially given the upcoming change in presidential administration. We celebrate for a moment, but understand the history surrounding federal and state dealings with tribal nations and the promises made and broken to the Lakota/Dakota/Nakota people. We are here and ask you all to continue to support us for as long as camp remains. The weather is turning very cold with very low wind chills, and we intend to keep everyone safe and healthy through the winter. For now, we will not be accepting any NEW volunteer applications. This is a temporary hold until we are able to finish processing the 900+ applications we’ve received so far. If you have already submitted an application, stay tuned for further correspondence. We are still accepting donations via monetary funds to www.medichealercouncil.com/donate and will be releasing a new Amazon List for specific winter needs in the coming days. Thank you and Mni Wiconi, Standing Rock Medic & Healer Council
Hau mitakuyepi. I'm writing in response to the many doubtful and negative comments on my previous post. Let me put this victory in perspective for you so you can better understand why I feel we've killed this black snake. It is a historic day for not only the people of Standing Rock but for all the tribal nations, indigenous people, people around the United States and people from all walks of life around the world who have shown their love and support to Standing Rock. When we first began this resistance we were told that it had never been done before and the chances of stopping this pipeline were slim to none. I think it's safe to say that this can indeed be done. This resistance has given a voice to the many tribal nations across this country who are defending their sacred sites and ancestral burials within Treaty and ancestral lands. Because of this resistance tribes were invited to government to government consultation and given a chance to redefine what meaningful consultation means to them . This resistance has prompted the United States Government to remember it's trust responsibility to tribes and has caused them to give renewed consideration to honor our treaties. During the government to government consultations tribes advocated for meaningful consultation for federal undertakings crossing ancestral homelands prior to those undertakings being approved. This resistance has given a voice to those who weren't heard, the first people's of this continent. The United States Army Corps of Engineers has invited the Standing Rock Sioux Tribe to government to government consultation in regards to the Nationwide 12 Permits that were granted for the Dakota Access Pipeline. NW 12 Permits were previously given to undertakings that affected 1/2 an acre or less. In 2012 USACE was given the green light to implement NW 12 permits on large infrastructure projects like DAPL which allowed them to fast track projects, circumvent and bypass the National Environment Policy Act (NEPA) and the National Historic Preservation Act (NHPA). The Standing Rock Sioux Tribe asserted itself telling them that in order for the government to government consultation to be meaningful this consultation needed to happen on our lands in front of our full council, following our traditional laws. Woyukcan, the way we think, in our own way. USACE has agreed and will be meeting with our tribe on Standing Rock, in front of our full council where we will be taking issue with the application of Nationwide 12 Permits on a project of this scope. Now is the time to redefine what meaningful consultation means to tribes. Renewed attention is now being paid to the National Historic Preservation Act (NHPA) and the unique abilities tribes have to not only identify but evaluate sites of religious and cultural significance within ancestral lands. In this resistance we have gained valuable and powerful allies. Over 1400 archaeologist from the Society of American Archaeologist signed onto a letter to the Obama Administration taking issue with the desecration of our sacred sites, followed by a letter from the National History Museum where over 1200 anthropologist, archaeologist, historians and museum personnel spoke out in support of Standing Rock. This was followed by a letter from the National Trust on Historic Preservation who also took issue with the desecration of our sites posing the question, did DAPL violate Section 110 of NHPA, Anticipatory Demolition. This resistance has unified a tribal voice. This is the first time in history that over 350 tribes have stood together to tell the United States Government and the world, enough is enough. Never again will they be able to segment us if we nurture this unity. Together we are powerful. This resistance has ignited that fire within us, but has also ingnited the Oceti Sakonwin, the Seven Council Fires also known as the Great Sioux Nation. We must now continue to work on getting back to our original form of government and way of life instead of the form of government that was forced upon us. It's up to us to keep and nurture that flame so the next generation can carry that way of life into the future. This victory has brought climate change to the forefront again and we have the opportunity to work towards reducing our dependency on corporate America. But, it starts with us. We can't expect our government to reduce it's dependency on fossil fuels if we aren't ready to change our own behavior. This has created a forum to tribes to work together to ensure that our children, grandchildren and those not yet born. DAPL promised their investors that oil would flow by January 1st, 2017. That is not going to happen and investors are already backing out of the project. The Department of the Army has stated that they will look at options to reroute this pipeline by implementing a Full Environmental Impact Statement to include public comment. A full EIS can take years to accomplish and we WILL bankrupt them or cause them to abandon this project. Finally, we have shown the world the power of prayer, the strength of unity and the blessing of peace. Wopila to the thousands of veterans who came to stand with Standing Rock. The Black Snake is in it's death throws. This resistance and victory will be celebrated and talked about for generations to come. Ho hecetu welo Mni Wiconi, Water of Life
Cannon Ball, N.D.— Standing Rock Sioux Tribal Chairman Dave Archambault II today issued a proclamation in support of water protectors who face continued civil rights abuses and excessive use of force by law enforcement. “This week is the anniversary of the Sand Creek Massacre. It’s time for the United States to end its legacy of abuses against Native Americans. We call on the United Nations and President Barack Obama to take immediate action to prohibit North Dakota from engaging in its retaliatory actions and practices,” Archambault said. “As a tribal nation, we call on the President to take all the appropriate steps to ensure water protectors are safe and that their rights to free speech and peaceful assembly are protected. Gov. Darlymple had a chance today to condemn the violence and unlawful acts of state and local governments, but failed to do so.” Whereas, Water Protectors are currently engaged in peaceful and prayerful activities within the Oceti Sakowin Camp located on land managed by the United States Army Corps of Engineers; Whereas, the land being used by the Water Protectors is within the Tribe’s 1851 Treaty of Fort Laramie Territory and the Tribe has supported the use of this Treaty territory for these peaceful activities to further the protection of the life-giving waters; Whereas, Water Protectors at the Oceti Sakowin Camp are self-sufficient and have been preparing for harsh storms and severe winter conditions by constructing temporary structures that contain safe heat sources; Whereas, each individual is participating in the Oceti Sakowin Camp in the exercise of their First Amendment right guaranteed by the United States Constitution and is entitled to determine for themselves whether to remain at the Camp; Whereas, the State of North Dakota and local law enforcement have engaged in unwarranted and excessive use of force against peaceful Water Protectors over the last two months and it is these actions alone that have created unsafe conditions at and around the Camp; Whereas, the Executive Order 2016-08 issued by the Governor of North Dakota is another attempt to threaten and create fear notwithstanding the State’s announcement that it will not forcibly remove Water Protectors; Whereas, State law enforcement have been directed to and are stopping vehicles headed to Oceti Sakowin Camp and imposing excessive fines up to $1000 on those carrying supplies in attempt to block the supplies from reaching the Camp, thereby directly creating health and safety risks that endangers the lives of the Water Protectors; Therefore Be It Resolved, that in the spirit of safety, the Tribe urges the State to withdraw Executive Order 2016-18 and allow supplies to be delivered to ensure no lives at the Camp are threatened; Be It Further Resolved, that the Tribe requests that the United Nations and President Barack Obama take immediate action to prohibit the State from engaging in its retaliatory actions and practices, to take all appropriate steps to ensure the protection and safety of the Water Protectors and to safeguard their rights to free speech and peaceable assembly.

Near Standing Rock Sioux Reservation, N.D.—A response to the concerns listed in the eviction notice issued by Governor Jack Dalrymple Monday November 28th, 2016, to the people of the Oceti Sakowin Camp, the Camp of the Seven Council Fires. WHEREAS the Governor of North Dakota and Sheriff of Morton County are relative newcomers to Lakota land, it is understandable they would be concerned about severe winter weather. WHEREAS the Lakota, Dakota, Nakota people of The Great Sioux Nation have survived in this region for millennia without the concerns of state or county governments, and in fact have thrived here without wide ranging impact on the local flora, fauna, and without the devastating results of natural resource gouging for personal or corporate profits. WHEREAS the people gathered at the Oceti Sakowin Camp have adequate shelter for warmth and safety, sanitation, and supplies for a prolonged period of time. WHEREAS the people of the Oceti Sakowin Camp have chosen to stay on sovereign 1851 Treaty land to protect the water, a right granted by said treaty; refer to 1851 Treaty description of the borders of the Great Sioux Nation. WHEREAS the Great Sioux Nation is not subject to the imposition of any foreign codes, covenances, laws, precepts, rules, nor do we require any approvals, authorizations, consents, endorsements, or permissions from any foreign government upon sovereign land belonging to The Great Sioux Nation. As a sovereign nation we reject the implication we need or request the imposition from another country any regulations regarding our dwellings, sanitation, health, safety, cultural, or religious needs of our people or visitors to our land. Now THEREFORE WE DEMAND the armed forces and the state government stop creating emergencies for the people of Oceti Sakowin Camp, on behalf of privately held business and investors bent on stripping and defiling these sacred lands. This is the home and legacy of the Lakota, Dakota, Nakota people of The Great Sioux Nation; it shall not be squandered for the short-term provision of profits to the few, and temporary employment for a few more. We demand an immediate cessation of the assault against the present and future generations and the millions of people who rely on the life-sustaining waters of the treaty-protected waterways here. Well it is here now the next things is getting wood out to people. As native people we know how to live in this weather and enjoy it i love the snow now that it is on the ground the colds and stuffing nose will be gone. Everyone dress in layers keep your feet warm and your head warm. We need be ready for this week end to stand together in prayer and resistance. One of the things we need to stop is the wild rumors 1. No the Governor can't stop stop supplies from coming to the camp. 2. No DAPL is not buying up the hotel rooms at prairie Knights. 3. No we are not being sprayed with chemicals 4. They has been no little girl died at the camps 5. No we did not kill 30 cows or buffalo with arrows. 6. We did not shoot arrows at planes 7. we did not throw any propene bottle at the police 8. no there are no weapons at camp. 9. No one is getting paid to protest 10. this movement is not outsider coming in it is the people of Native Nation who are standing with our allies. 11. No Morton County can not raid the camp, this is Federal land under the Army Corp of Engineer and the county police is under the county only can care for things in the county which is under the states and the state control the county which the state is under the federal government who control the state government so it would have to be an order from the president and that is not going to happen. 12. No CPS can not come and take the children from their families. 13. No they can not closed down the school. Remember we have DAPL employees in the camp to spread these rumors. If you hear anyone use the speaker saying these things run them out. Don't allow rumors control us we are standing our grounds. We must stand together as defender of the water. >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> 11/27/16 Holding to Self-Evident Truths: Press Release from Oceti Sakowin Camp, w/ 3 photos: https://www.facebook.com/OcetiSakowinCamp/posts/1037065639772001 Official Press Release for Oceti Sakowin HOLDING TO SELF-EVIDENT TRUTHS FOR IMMEDIATE RELEASE NOVEMBER 27, 2016 Standing Rock Reservation, Oceti Sakowin Camp. North Dakota—In the past year the world has witnessed an all-out attack on oaths central to the promises made to the Indigenous People of these lands, as well as many oaths this country was founded upon. Those who have the courage to hold the vigil of consciousness momentarily found comfort when President Obama intervened in September, after the Army Corps of Engineers (ACE) moved to grant permission to an oil company to continue desecrating lands that are protected by the 1851 Treaty of Fort Laramie. According to this document, the water itself is in the care of the Lakota, Dakota and Nakota nations. "The territory of the Sioux or Dahcotah Nation, commencing the mouth of the White Earth River, on the Missouri River: thence in a southwesterly direction to the forks of the Platte River: thence up the north fork of the Platte River to a point known as the Red Bute, or where the road leaves the river; thence along the range of mountains known as the Black Hills, to the head-waters of Heart River; thence down Heart River to its mouth; and thence down the Missouri River to the place of beginning." (State & Library, n.d.) In September of 2016, Chairman Dave Archambault II spoke with hope, saying “…The Obama Administration has asked Tribes to the table to make sure that we have meaningful consultation on infrastructure projects. Native Peoples have suffered generations of broken promises and today the Federal Government said that national reform is needed to better ensure that tribes have a voice on infrastructure projects like this pipeline.” (Rickert, 2016) In mid-November the Army Corps emphasized that “building without permits is a violation of federal law…” lightly threatening Energy Transfer Partners with the potential for legal action if they continue to build until the permits are granted. The Standing Rock Sioux demanded a full Environmental Impact Statement (EIS) which they still do not have. The gathering of over 300 Indigenous Nations and thousands of Water Protectors hold strong in peaceful, prayerful assembly and in clear opposition to this blatant disregard of the law. The letter to Chairman Archambault dated November 25, 2016 from Col. John W. Henderson, District Commander of the ACE, Omaha District clearly demonstrates that the Corps is moving on behalf of the oil company for the sake of profit over people. In his official response Chairman Archambault said “Although the news is saddening, it is not at all surprising given the last 500 years of the treatment of our people. We have suffered much, but we still have hope that the President will act on his commitment to close the chapter of broken promises to our people and especially our children.” Yet, our President who won his position on a campaign about Hope, remains silent. Too long this country’s inhabitants have chosen to rally behind the word “Freedom” while fencing off parcels of land, throwing up walls—attempting to reduce rights to sacred and promised treaty land. America, it is time to not only bear witness to, but act in defense of the destruction of our federally established agreement between the US Government and The Great Sioux Nation. It is time to defend our Civil rights, our right to practice religion, to assemble peacefully, “…all experience hath shewn that mankind are more disposed to suffer, while evils are sufferable than to right themselves by abolishing the forms to which they are accustomed." (“Declaration of independence: A transcription,” 2016) Spirituality cannot be caged. Speech cannot be partitioned to a particular area. The Army Corps is taking the position of ‘public safety’ stating, “This decision is necessary to protect the general public from the violent confrontations between protestors [Protectors] and law enforcement officials… to prevent death, illness, or serious injury to inhabitants of encampments.” No mention is made of the inhumane use of chemical warfare, or close-range use of projectiles. Henderson goes on to say it is the “harsh North Dakota winter conditions” that bring concern… which is outrageous after the liberal use of a water cannon for approximately nine hours upon the peacefully assembled Water Protectors last Sunday, November 20th in subfreezing temperatures, causing hundreds to suffer hypothermia, in addition to serious injuries from projectile weapons, concussion grenades, and contamination from various chemicals. We as inhabitants of the Oceti Sakowin Camp do not trust the words of the Army Corps of Engineers. The Army Corps has blatantly ignored the Standing Rock Tribe’s demand for a complete EIS, ignored escalating human and civil rights violations, ignored the treaties and the laws of these lands. The Oceti Sakowin Camp calls for an immediate cessation of human rights violations by all law enforcement agencies, now that serious injuries have been suffered by innocent, peaceful Water Protectors. The constant escalation of violence by Law Enforcement endangers the well being of American Citizens and Tribal Members alike. We also call upon Colonel John W. Henderson, all Army Corps of Engineers Officers, Morton County Sheriffs, all State Officials including Governor Jack Dalrymple, & all United States Officials and Citizens to re-examine Article 5 of The Treaty of Fort Laramie of 1851 & also Article VI of The Constitution of The United States. We are hereby calling for an immediate Restraining Order upon the Army Corps of Engineers, The State of North Dakota, & Dakota Access Pipeline Employees pending our upcoming lawsuit, & we are seeking immediate federal protection in this case, for the sake of our undisturbed, peaceful occupancy of the land under the 1851 Treaty. It is far past time to honor the oaths that created the framework for all of the inhabitants of these lands. We as humans must choose now to live by our words in truth—rather than continue to cower behind them and live the lies that have become the norm. Over 300 unarmed people suffered injuries, most included hypothermia and chemical exposure to pepper spray and tear gas. They were attacked with projectiles including rubber bullets, sand bags, percussion grenades, and tear gas canisters—and hosed down with a water canon pumping a mix of water and pepper spray onto people in subfreezing temperatures. These and other “non-lethal” weapons were used on the Water Protectors continuously from the beginning of this incident until after 3:30am. Victims and witnesses report that the armed forces were aiming at “faces” and “the genital” area of the unarmed crowd. Medics on scene were subject to the same targeted assault. On November 21st as a direct result of the violent police response at Standing Rock towards unarmed people opposing the Dakota Access Pipeline, a 21 year old woman from New York City, Sophia Wilansky, was severely injured when a concussion grenade thrown by police hit her left arm and exploded. Sophia was heading to bring water to the unarmed people who were being attacked for several hours by Morton County Sheriff forces. The Morton County Sheriff’s Department has stated that she was injured by a purported propane explosion that the Sheriff’s Department claimed the unarmed people created. These statements are refuted by Sophia’s testimony, by several eye-witnesses who watched police intentionally throw concussion grenades at unarmed people, by the lack of charring of flesh at the wound site and by the grenade pieces that have been removed from her arm in surgery and will be saved for legal proceedings.
Sophia was safely taken out of North Dakota for emergent surgery and is currently in stable condition. Below is her statement as conveyed by her father, lawyer Wayne Wilansky.
“At around 4:30am after the police hit the bridge with water cannons and rubber bullets and pepper spray they lobbed a number of concussion grenades which are not supposed to be thrown at people directly at protesters or protectors as they want to be called. A grenade exploded right as it hit Sophia in the left forearm taking most of the undersurface of her left arm with it. Both her radial and ulnar artery were completely destroyed. Her radius was shattered and a large piece of it is missing. Her medial nerve is missing a large section as well. All of the muscle and soft tissue between her elbow and wrist were blown away. The police did not do this by accident - it was an intentional act of throwing it directly at her. Additionally police were shooting people in face and groin intending to do the most possible damage. Sophia will have surgery again tomorrow as bit by bit they try to rebuild a somewhat functioning arm and hand. The first surgery took a vein from her leg which they have implanted in her arm to take the place of the missing arteries. She will need multiple surgeries to try to gain some functional use of the arm and hand. She will be, every day for the foreseeable future, fearful of losing her arm and hand. There are no words to describe the pain of watching my daughter cry and say she was sorry for the pain she caused me and my wife. I died a thousand deaths today and will continue to do so for quite some time. I am left without the right words to describe the anguish of watching her look at her now alien arm and hand.”
The Standing Rock Medic Healer Council deplores the ongoing use of violence by the state of North Dakota to address the concerns of the thousands of people peacefully assembled at Standing Rock to insist on the right to clean healthy drinking water.

FOR IMMEDIATE RELEASE:
Standing Rock: Critical Injuries After Police Attack with Water Cannons, Rubber Bullets in Freezing Temps
Monday, November 20, 2016 3:00pm Prepared by Standing Rock Medic & Healer Council at the Standing Rock Dakota Access Pipeline Resistance Camps
The Standing Rock Medic & Healer Council responded to a mass casualty incident that began at 6pm yesterday evening. Approximately 300 injuries were identified, triaged, assessed and treated by our physicians, nurses, paramedics and integrative healers working in collaboration with local emergency response. These 300 injuries were the direct result of excessive force by police over the course of 10 hours. At least 26 seriously injured people had to be evacuated by ambulance to 3 area hospitals.
Police continuously assaulted demonstrators with up to three water cannons for the first 7 hours of this incident in subfreezing temperatures dipping to 22F (C) causing hypothermia in the majority of patients treated. Chemical weapons in the form of pepper spray and tear gas were also used extensively, requiring chemical decontamination for nearly all patients treated and severe reactions in many. Projectiles in the form of tear gas canisters, rubber bullets, and concussion grenades led to numerous blunt force traumas including head wounds, lacerations, serious orthopedic injuries, eye trauma, and internal bleeding.
Every emergency medical unit from the Standing Rock Sioux reservation responded to the incident and additional ambulances were sent from Cheyenne River Sioux tribe (South Dakota), Kidder County, and Morton County. 3 seriously injured patients were transported directly by ambulance from the scene and another 23 patients were transported by ambulance after initial assessment and treatment in camp. Injuries from the mass casualty incident include: • An elder who lost consciousness and was revived on scene • A young man with a grand mal seizure • A woman shot in the face by a rubber bullet with subsequent eye injury and compromised vision • A young man with internal bleeding who was vomiting blood after a rubber bullet injury to his abdomen • A man shot in the back near his spine by a rubber bullet causing blunt force trauma and a severe head laceration • Multiple fractures secondary to projectiles fired by police
The Standing Rock Medic & Healer Council condemns the excessive police violence and calls upon law enforcement to cease and desist these nearly lethal actions. Specifically, we demand the cessation of water cannons in subfreezing temperatures.
Our volunteers performed well under challenging circumstances last night, but we would not have been able to do this without the help of water protectors and local community members who transported patients to our clinic, organized warming spaces, and provided food and tea. We specifically want to thank the Standing Rock Sioux Tribe EMS services for their excellent response and highest quality care in an unprecedented situation. “They were phenomenal. They recognized the severity of what we were dealing with, it could have been a lot worse” said Jazmine, a volunteer physician from the Standing Rock Medic & Healer Council.
Donations for the medical and public health response can be made to the Standing Rock Medic & Healer council at www.medichealercouncil.com/donate.

As medical professionals, we are concerned for the real risk of loss of life due to severe hypothermia under these conditions. We call on the Morton County Sheriff's office to immediately stop the potentially lethal use of these confrontational methods against people peacefully assembled. Please make sure you attend the orientation meeting in Oceti Sakowin held every day in the large white dome at 9am. Prepare to be of service to the highest need. Network with others. Do not come here with your individual thoughts and needs - we have to come together and work co-operatively as one. There are many other meetings in main camp, all of them listed on a small white board in the Resources structure. I recommend you go to all of them, esp the direct action. Fill in your legal form at legal, even if you aren't going to a specific action. Remember: this entire camp IS an action. Check in with resources if you have skills and tools or anything else you can offer. Please do not bring incomplete projects with you that need more resources. Bring as much wood as you can. Depending on where you are going to camp, the rules will be different. If you are camping in Rosebud on the other side of the river, then they have their own white board, with their specific needs and a donations area. The needs in Oceti Sakowin are greater at this point, and they are trying to support many more people. If you are staying in main camp for less than a week then PLEASE camp on the north side only. We are trying to create larger spaces for the winter, and parking areas. Be respectful and mindful at all times. Be culturally sensitive. Learn about the history of this land, and the culture of the people who have lived here for thousands of years. Do not dig into the ground, or bathe in the river. This is sacred ground. Get to know security and the people who are leading here on the ground. Ask permission to camp anywhere. Talk to your neighbors, and find out what they need and how you can support them. There is no commerce or industry here so please don't come trying to sell things. Please do not take videos or photos of anything without getting a media pass, and checking in with media and legal. There are good reasons for this. If you do take photos please do not get anyone's face or any vehicles in your pictures. Please do not bring your dog, but if you do, then keep them on a lead all the time. I highly recommend that you do NOT bring your children with you. I know that I did, but this is not a good place for kids. Do not come here to "experience" SR. Come here to protect the waters, and kill the black snake. This is a protest camp with prayer at it's center. >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> 11/10/16 AIM Veteran's Day press release by some folks at camp https://www.facebook.com/theindianproblem/photos/a.1796169737322033.1073741828.1781629222109418/1831098257162514/?type=3 PRESS STATEMENT - #NoDAPL Frontlines, Oceti Sakowin Camp - We are united at Standing Rock in prayer and sacred disobedience.
